just a hypothetical

1.  There is an over reaching, over eager, sanctioning body making rules that block innovation.  The equipment stays the same and it takes 12 years for new technology to make it into the rule book.

2.  There is a company that makes stuff that doesn't fit the above's jurisdiction.  Rather than truly innovate they keep making slight changes to an already stupid product in order to suck every last dollar out of their faithful niche.

Which is worse?

Maybe some day soon I'll be racing a full suspension hovercraft with disc brakes in cyclocross races?
